The Contractor has also had an area of 15,188 sq. feet of land at Causeway Bay, rent free, since the year 1903 for sewing timber etc. for the work, vide C.S.0, 5840/1903.

I attach list marked "C" shewing dates of a few of the letters that have been forwarced by me to the Contractor with the nature of the letter briefly stated,

I submit, that my time can be employed in a better manner in the interests of the Government with future work than writing minutes time after time relating to delay and also in fulfilling the post of a Builder's clerk while the Contractor during his brief visits to Hongkong remained in bed on most occasions when required until late in the afternoon.

I have in the past assisted the Contractor in every possibl way from the date that he carried on the work after his father's

decease.

I have taken a real interest in the work under review from the day that I was connected with it, and the progress made in the past has been a source of continual annoyance and worry to me - now that the Agreement has been signed giving me full dis- cretion so as to complete the work, I am in a position to state

there are now more than that the work is at last progressing
